Jamal Rizki graduated from the faculty of law, Trisakti University and obtained his master degree from University of Indonesia. He is an Indonesian qualified attorney with practice area primarily on infrastructure projects and infrastructure regulatory framework.

Jamal acts for both the public and private sectors, including contractor, financiers and sponsors for infrastructure projects in Indonesia particularly in public-private partnership (PPP) project and power sector. Some of his representatives’ clients include World Bank, Japan International Cooperation Agency, Asian Development Bank, Chiyoda Corporation, Coordinating Ministry of Economic Affairs of Republic of Indonesia.

  • advising Coordinating Minister of Economic Affairs on preparation of Presidential Regulation on Acceleration of Provision of Priority Infrastructure;
  • advising Minister of National Development Plan on preparation of Presidential Regulation on Cooperation between Government and Business Entity in Provision of Infrastructure (PPP Regulation);
  • advising World Bank on establishment of PPP Unit in Indonesia;
  • advising Metropolitan Area Support Facility Team of Japan International Cooperation Agency on regulatory barriers in provision of infrastructure project;
  • advising  Provincial Government of Central Kalimantan on preparation of Central Kalimantan Railway PPP Project;  
  • advising  City Government of Batam on preparation and transaction of Solid Waste Management Project;
  • advising  City Government of Solo on preparation and transaction of a waste-to-energy PPP project;
  • advising City Government of Bandung on the preparation and transaction of unsolicited waste-to-energy PPP project;
  • advising PT Sarana Multi Infrastruktur (Persero) on preparation of  the pre-feasibility study of Soekarno – Hatta Airport Rail Link Project;
  • advising  Chiyoda Corporation on Preparatory Survey for New Academic Research Cluster PPP project;
  • advising Standard Chartered Bank on syndication loan with value up to USD2 billion;
  • advising Australian New Zealand Bank on unsecured loan with value up to USD50 million;
  • advising  International Finance Corporation with respect to proposed loans to finance a bulk water supply project in the city of Tangerang;
  • advising JICA PPP NE on the preliminary review of the West Semarang Water Supply PPP Project;
  • advising PT Sarana Multi Infrastruktur (Persero) on the increase of state capital participation that originated from government investment assets;
  • advising PT Waskita Karya (Persero) Tbk on land acquisition for unsolicited infrastructure PPP project;
  • advising PT Tamaris Hidro on acquisition of power company;
  • advising PT Petrokimia Gresik on the power purchase agreement;
  • advising Minister of Communication and Technology for PPP fibre optic project; and
  • advising Government Investment Agency of Ministry of Finance on renewable energy investment.
