Legal Advisory and Structure Strategizing MRT Jakarta Project

Provided legal assistance to PT MRT Jakarta in structuring and implementing a USD ±1.6 billion MRT project in DKI Jakarta, including drafting and negotiating the project agreement with the Provincial Government of DKI Jakarta. HJP also advised on the procurement process for civil contractors and delivered strategic legal advisory on project execution among stakeholders and the overall financing structure. Additionally, the team prepared granting and on-lending agreements to support the project's development and funding mechanisms.

• Assisted the MRT Jakarta in negotiating and entering into the project agreement with the Provincial Government of DKI Jakarta, including drafting the agreement and supporting the negotiation process.
• Advised on the procurement process for civil contractors involved in the project, ensuring compliance with applicable legal and regulatory frameworks.
• Provided strategic legal advisory on project structuring, including the delineation of roles and responsibilities among stakeholders, as well as advising on the financial structuring for the project.
• Assisted in the preparation of granting and on-lending agreements to support the financing scheme of the project.
• Advising on stakeholder consultations and coordinating legal positions across ministries, government agencies, and regional authorities, including the review and structuring of inter-agency cooperation frameworks.
