Policy and Regulatory Expert for UK PACT Low Carbon Transport

The project focuses on strengthening long-term planning for decarbonisation of Indonesia’s rail-based mass transport system. This is achieved through advancing the National Railway Master Plan (RIPNAS) and developing a feasibility study for a pilot integrated railway facility. RIPNAS currently faces several challenges, including its limited alignment with decarbonisation strategies, inadequate expansion to support modal shift, minimal emphasis on energy efficiency, and a lack of robust financing mechanisms. This project aims to address these issues by supporting the implementation of an enhanced RIPNAS through initiatives such as railway electrification, integration of renewable energy, stakeholder engagement, and long-term green investment planning. Additionally, the project includes the design and feasibility analysis of a multimodal pilot facility to improve urban connectivity and support Net Zero Emission (NZE) targets.

• Serving as policy and regulatory expert to guide the legal and institutional aspects of the project’s deliverables.
• Providing legal consultation for the preparation of key outputs, including:
• • A comprehensive review and gap analysis on NZE strategies within RIPNAS through the preparation of "A Report on the NZE Baseline in the Indonesia Railway Sector".
  • Drafting of Inclusive NZE Guidelines and Roadmap for the Indonesia railway sector.
  • Designing and advising on a Stakeholder Engagement Strategy and Participatory Facilitation Mechanism.
  • Supporting the establishment of multi-stakeholder Platforms and Committees to ensure alignment and knowledge-sharing.
  • Reviewing and contributing to the Project Selection Report on integrating rail-based transport for urban mobility and decarbonisation.
  • Legal input into the Augmentation of NZE Principles into the design of a multimodal transportation pilot project.
  • Legal input for the Feasibility Study on Enhancing a Multimodal Transportation Pilot Project aligned with NZE mitigation strategies.
  • Contributing to the development of an Inclusive NZE Strategy and Green Investment Guidelines for the transportation sector.
